Job Purpose

The Director of Policy Planning and Statistics plays a critical role in shaping the strategic direction of  the MDA is responsible for leading the development, implementation, and monitoring of effective policies, plans, and statistical programs.

Responsibilities

(Duties and Outputs)

  1. Conduct research, analyze data, and identify trends to inform policy decisions aligned with the MDA's mandate.
  2. Oversee the development and implementation of the MDA's strategic plan, ensuring alignment with national goals and objectives.
  3. Manage the collection, analysis, and dissemination of statistical data relevant to the MDA's activities and sector.
  4. Develop and implement frameworks to monitor and evaluate the effectiveness of policies, programs, and projects.
  5. Prepare regular reports on policy, planning, and statistical activities for internal and external stakeholders.
  6. Manage the budget allocated for the department and ensure efficient use of resources.
  7. Provide leadership and direction to a team of policy analysts, statisticians, and planning officers.

Education and Experience

  • A minimum of a Bachelor’s degree in Public Policy, Public Administration, Statistics or other related field.
  • Master’s degree in a relevant field is preferred.
  • Atleast seven (7) years of experience in policy development, planning, statistics, or a related field; four (4) of which must have been at senior management level in the public service or private sector.

  • Knowledge of public finance management principles
  • Experience working with government budgeting processes
  • Understanding of the Somaliland government's priorities and development agenda
  • Excellent analytical and problem-solving skills
  • Proficiency in data analysis software and project management tools
  • Strong written and verbal communication skills
  • Ability to communicate complex information to both technical and non-technical audiences
  • Excellent interpersonal and leadership skills
  • Fluency in Somali and English
