Human Resource Management Department
Department Mandate:
- Leadership and Direction: Provide comprehensive leadership and direction for the entire HR department, encompassing all critical functions such as recruitment, training, performance management, compensation and benefits, and employee relations This involves setting strategic objectives for the HR team, ensuring alignment with the overall goals of the MDA, and fostering a culture of collaboration and excellence within the department
- HR Policy Formulation: Formulate and recommend HR policies and procedures that comply with Somaliland's labour laws and industry best practices Ensure that these policies are clearly communicated to all employees and regularly reviewed and updated to reflect changes in legislation or organizational needs while promoting fairness, equity, and transparency in all HR practices
- Recruitment and Selection Oversight: Oversee the recruitment and selection process to ensure that MDAs attract and hire qualified personnel who meet the organization's needs This includes developing job descriptions, utilizing effective sourcing strategies, conducting interviews, and implementing selection criteria that promote diversity and inclusivity within the workforce
- Training Program Development: Develop and implement comprehensive training programs designed to enhance employee skills, knowledge, and competencies These programs should be tailored to meet the specific needs of various roles within the organization while also supporting career development initiatives that encourage continuous learning and professional growth among employees
- Performance Management System Management: Manage the performance management system by setting clear performance goals, providing ongoing feedback, and conducting thorough employee evaluations This includes ensuring that performance metrics are aligned with organizational objectives while also identifying areas for improvement and facilitating development plans for employees to enhance their performance
- Compensation and Benefits Administration: Administer compensation and benefits programs in a manner that ensures compliance with relevant regulations while also remaining competitive within the market This involves regularly reviewing compensation structures, conducting salary surveys, and ensuring that benefits packages meet the diverse needs of employees while promoting retention and job satisfaction
- Positive Work Environment Maintenance: Maintain a positive work environment by fostering employee engagement through initiatives that promote teamwork, recognition, and open communication Address employee concerns promptly and effectively to ensure a harmonious workplace culture where employees feel valued, respected, and motivated to contribute to organizational success
- HR Guidance for Leadership: Provide expert guidance and support to MDA leadership on all HR matters This includes advising on workforce planning, organizational development strategies, conflict resolution, and compliance with employment laws while serving as a trusted partner in achieving the MDA's strategic objectives through effective human resource management
