Job Purpose

The Director of HR plays a critical role in ensuring the organization has a qualified, motivated, and efficient workforce.  The Director leads the department in developing and implementing HR strategies, policies, and procedures that align with the MDA's goals and objectives.

Responsibilities

(Duties and Outputs)

  1. Provides leadership and direction for the entire HR department, including recruitment, training, performance management, compensation & benefits, and employee relations.
  2. Formulates and recommends HR policies and procedures that comply with Somaliland's labour laws and best practices.
  3. Oversees the recruitment and selection process to ensure MDAs attract and hire qualified personnel.
  4. Develops and implements training programs to enhance employee skills and knowledge.
  5. Manages the performance management system, setting performance goals and conducting employee evaluations.
  6. Administers compensation and benefits programs, ensuring compliance with regulations.
  7. Maintains a positive work environment by fostering employee engagement and addressing employee concerns.
  8. Provides guidance and support to MDA leadership on HR matters.
  9. Stays updated on current HR trends and best practices.

Education and Experience

  • A minimum of a Bachelor’s degree in HRM, Business Administration or related discipline.
  • Master’s degree in HRM or related field is preferred.
  • Atleast seven (7) years of experience in human resources management, preferably within the public sector; four (4) of which must have been at senior management level in the public service/private sector.

  • In-depth knowledge of Somaliland's labour laws and regulations
  • Expertise in developing and implementing HR policies and procedures
  • Expertise in recruitment and selection processes, training and development program design and delivery, performance management systems and compensation and benefits administration
  • Excellent communication, interpersonal, and negotiation skills
  • Proficiency in project management and problem-solving skills
  • Strong analytical and decision-making skills
  • Ability to work independently and as part of a team
  • Excellent computer skills, including proficiency in HR management software
  • Excellent oral and written English and Somali languages
