Job Purpose

The Director of Administration and Finance is the functional Head of is responsible for the overall technical, administrative and financial management of the Department. The Director plays critical role of ensuring the smooth operation of the entire MDA by managing both financial resources and administrative functions; and is responsible for overseeing the financial health and operational efficiency of the MDA. The incumbent is a member of the senior management team and is expected to provide technical and professional support and advice to the Director General.

Responsibilities

  1. Overseeing the development, implementation, and monitoring of the MDA's budget.
  2. Managing financial resources efficiently and ensuring compliance with financial regulations.
  3. Preparing financial reports for management and government oversight bodies.
  4. Overseeing payroll processing and ensuring accurate and timely payments.
  5. Providing leadership and direction to the administrative staff.
  6. Overseeing procurement processes to ensure best value for money.
  7. Managing office operations and ensuring efficient use of resources.
  8. Developing and implementing policies and procedures for administration.
  9. Contributing to the MDA's strategic planning process.

Education and Experience

  • A minimum of a Bachelor’s degree in Accounting, Finance, Business Administration or related field.
  • Certified Public Accountant or equivalent professional certification is preferred.
  • Master’s degree in related field is preferred.
  • Atleast seven (7) years of progressively responsible experience in finance and administration, ideally within the government or public sector; four (4) of which must have been at the senior management level in the public service or in an equivalent reputable organization.
