Department Mandate

  • Budget Development, Implementation, and Monitoring: Oversee the comprehensive development, implementation, and monitoring of the MDA's budget to ensure that financial resources are allocated effectively and efficiently to support the organization's strategic objectives This involves collaborating with department heads to gather budget proposals, consolidating budget estimates, and establishing budget controls while regularly reviewing and adjusting the budget as needed to respond to changing circumstances or priorities
  • Financial Resource Management: Manage the MDA's financial resources in a manner that promotes efficiency, transparency, and compliance with relevant financial regulations and best practices This includes establishing robust internal control systems, implementing sound accounting practices, and ensuring that all financial transactions are properly authorized, recorded, and reported while also exploring opportunities to optimize financial performance and minimize financial risks
  • Financial Reporting: Prepare accurate, timely, and informative financial reports for management and government oversight bodies that provide a clear picture of the MDA's financial position, performance, and compliance with budgetary targets These reports should be tailored to the specific needs and requirements of each stakeholder group while also serving as a tool for informed decision-making and accountability
  • Payroll Processing Oversight: Oversee the payroll processing function to ensure that all employees are paid accurately and on time in accordance with their employment contracts and applicable laws and regulations This involves maintaining employee records, calculating payroll deductions, and ensuring compliance with tax and social security obligations while also addressing any payroll-related inquiries or concerns from employees
  • Administrative Staff Leadership: Provide strong leadership and direction to the administrative staff, fostering a culture of professionalism, collaboration, and continuous improvement This includes setting clear performance expectations, providing regular feedback and coaching, and supporting professional development opportunities to enhance the skills and capabilities of the administrative team while also promoting a positive and productive work environment
  • Procurement Process Oversight: Oversee the procurement processes to ensure that the MDA obtains best value for money while adhering to established procurement policies and procedures This involves developing and maintaining a pool of qualified suppliers, negotiating favorable terms and conditions, and ensuring that all procurement activities are conducted in a transparent, fair, and ethical manner
  • Office Operations Management: Manage the MDA's office operations effectively and efficiently to support the organization's overall objectives This includes overseeing facility management, coordinating logistics and travel arrangements, managing office supplies and equipment, and ensuring that the work environment is safe, comfortable, and conducive to productivity while also exploring opportunities to optimize office processes and leverage technology to enhance operational efficiency
  • Policy and Procedure Development: Develop and implement comprehensive policies and procedures for administration that align with the MDA's strategic goals and objectives while also ensuring compliance with relevant laws, regulations, and best practices These policies and procedures should be regularly reviewed and updated to reflect changes in the operating environment and to promote consistency, transparency, and accountability in administrative practices
  • Strategic Planning Contribution: Contribute actively to the MDA's strategic planning process by providing financial and administrative insights and recommendations that support the achievement of organizational goals and objectives This involves analyzing financial and operational data, identifying risks and opportunities, and proposing strategies and initiatives that enhance the MDA's overall performance and sustainability
